Nothing complicated to it:
(1) send agenda to the list, including proposed decisions
(2) wait until everybody or at least majority have replied;
    if everybody agrees to your proposals, replies
    can be simple "all ok", but of course sometimes
    there will be debate and even vote (which can be done
    simply by posting opinions to the list - there
    shouldn't be any need for secret voting in the EC)
(3) declare meeting over and post tentative minutes
    (which can be basically same text as the agenda
    except proposals changed to decisions)
(4) wait, say, another 24 hours to allow people read the
    minutes and protest if need be
(5) post final minutes.

Easy and painless, as long as majority of the EC are active
enough to participate at least by replying "me too".
And results in pretty document trail of who decided
what, where and when.
