So in the past our per diem policy has been simply not paying any. :-)

I would in fact be quite happy with that (that's what Effi does, too),
but in the present case it would seem only fair to pay Wilson by
same rules as ICANN pays those it funds directly.
But if we pay for extra hotel days for some I don't see a need
to pay per diem for those days as well.

Yes. ICANN's per diem of $50 is more reasonable.
