Rafik's on the NCSG EC, is he not?
Even if that doesn't technically disqualify him from NCUC EC,
it would be a bit strange. I find nothing about that in particular
in our bylaws, but this struck my eye:

"The Executive Committee shall have the following duties:
...
9. Appoint a delegate(s) to serve on the NCSG Executive Committee.
Any NCSG Executive Committee delegates shall also serve in a ex-officio
(nonvoting) capacity on the NCUC Policy Committee and NCUC Executive
Committee."

Looking at

https://gnso.icann.org/en/about/stakeholders-constituencies/ncsg

it shows NPOC appointees but no NCUC appointees.
I seem to recall Rafik was elected directly and not appointed by NCUC EC,
but my memory fails, did we ever appoint any?
Did previous EC? Who?

In any case Rafik can help without being in the NCUC EC,
and is indeed doing so already, having taken on coordinating
membership affairs.

There's still time, but even if we can't find anyone, some decision
on the procedure would be appropriate, if only to avoid debating
it on the list again. So I would keep it on the agenda.
