[Ec-ncuc] Correction

FOR NCUC EC:

It was just pointed out to me that I just nominated Amr for a committee,
SIC, that does not exist. Please modify my nomination to reflect the fact
that it is for the SCI, the Standing Committee on GNSO Improvements
Implementation. Sorry for the typo and I hope we can get this done
expeditiously so we finally will have full representation on the Committee.
