Hi everyone,
I think NCSG and NCUC, as the group probably most affected by what I'm
going to write below, can contribute to a discussion of creating the
appropriate stimuli for funding distribution within ICANN.
I'm not sure yet how exactly we can do that, or if this is a discussion
that is really interesting to us and does not pose risks of affecting the
non-commercial groups negatively, but there is a recurrent criticism (from
within and outside) that, in the same meeting, we will find a few onsite
funded travelers within ICANN that deliver some noticeable hard (and
productive!) work, a lot of them from NCSG/NCUC/NPOC, while also seeing
others expected to do the bare minimum (focusing more on a "good neighbor"
policy). However, I have no doubts that this is a really tricky and complex
conversation and I'm sure others have already thought of this and tried to
do something about it.
With this comment, I just want to make a counterpoint of not being so
satisfied with the "How we meet" *status quo* and would like to see some
debate or research going on how to optimize the allocation of resources
(especially to those who are willing to really contribute and would never
be able to participate without financial support from ICANN) - but,
probably because of my inexperience and lack of knowledge of what has
already been tried or changed during the years, I can't think (at least for
now) of a concrete proposal on how to make this happen (that is not deeply
at risk of potentially harmful, redundant or just repeating something that
was already tried).
I hope that at least raising this discussion is helpful, and left a few
comments on Tomslin's Google Docs a few days ago (:
