Hi Raphael,What a nice offer!  This paper looks interesting and
important for our members and the larger Noncommercial Users
Community.  As it is summer and people are busy on projects and
vacations, I recommend that we:
a) Ask you to say "yes" to Ashley's offer for extra time to review and
respond (she points out the paper is not time-sensitive), and 
b) Assemble NCUC members who are interested in reviewing the paper and
talking about an issues (good or bad) about registrant protections in
DNS Abuse mitigation that they see in it. 

NCUC has been an advocate of fairness and due process, especially
where the suspension and revocation of domain names is concerned,
since the beginning of ICANN. Are these principles preserved in this
paper and its proposal?  If so, great!  If not, what changes might
we propose?

It's always nice to be asked for input!  I volunteer to be on this
committee, but will be offline for the next few days.

	The RrSG DNS Abuse Subgroup drafted the attached White Paper
discussing Registrant Protections in DNS Abuse Mitigation, centering
on the issue of innocent registrants whose domains are impacted by DNS
Abuse mitigation by a registrar (or registry, as the case may be). 
The RrSG is looking to publish the paper around the time of ICANN 71,
but wanted to give the NCUC the opportunity to provide comments in
advance as we know this is an issue of interest to your members. 
This paper is not time sensitive, so if you would like additional
time, please let us know.  As additional background, the RrSG
periodically drafts and publishes white papers for informational
purposes, and this is our first attempt to better socialize our work
with interested community members.
