[NCUC-DISCUSS] Nominating Raphaël Beauregard-Lacroix for the NCUC chair position

I am nominating Raphaël Beauregard-Lacroix for the NCUC chair position. You
may not be familiar with Raphael, because he is not a boisterous
contributor to ICANN and NCUC (like me:) and he has never been. He is a
genuine leader, fixing things one at a time. Calm, compassionate and
respectful of others.

Since day one, Raphael has worked hard with humility and diligence both
with policy and operational matters. His work at the Jurisdiction group was
impeccable and when he joined NCUC and NCSG, he took on one of the most
thankless jobs (sorting out the membership management system) with care.

He is the NCUC representative on NCSG Executive Committee and now knows the
important dynamics of the relationship between the two. He is honest and
objective but also tactful and has always the interest of noncommercials in
mind. He has been involved with writing public comments and has a very good
grasp of ICANN issues as they relate to NCUC.

He is the natural fit for the job and I hope he accepts the nomination.
