Bertola is known to be an apologist for state sovereignty on the internet, which feed on the belief that national governments are pure and public interested protectors against the horrible platforms, and their deeply threatening advertisements.

DoH is sensitive to whom in the Middle East? The dictators I bet. of course DoH would be sensitive in the middle east because it can stop tyrants from censoring people (shivers).
The speaker mentioned here is on a very one sided mission to fight with DoH. Having him as the only speaker and linking only to his presentation is unfair.
But seems like he is not even the speaker, Adiel (ICANN staff member) is. So would be good to know what ICANN says. After all their employee (Someone else other than Adiel) was one of the co-authors of the RFC.

Is DoT/DoH a good thing? The answer is definitively "it depends" - see Vittorio Bertola's presentation The DoH Dilemma<https://www.icann.org/sites/default/files/packages/ids-2019/07-bertola-the-doh-dilemma-dns-symposium-2019-v2-11may19-en.pdf> from the 2019 DNS Symposium. While it boosts security and privacy locally, it may also put even more data in the hands of what Jay Sulzberger refers to as "the englobulators". It's potential to defeat state censorship and surveillance makes it a particularly sensitive issue in the Middle East.
