Dear Bruna,
Yes, i think NCUC should submit a proposal. I will propose NCUC submit a
proposal on  Security, Safety, Stability & Resilience

this topic falls inline with the visions and missions of ICANN.

I am available to contribute to the drafting of the proposal. We only have
about two weeks to our disposal.
