I think you stated the obvious.
It is an open document and will be shared as already advised by Ines who is
standard bearer for Africa on EC. Otherwise it will not be on the
NCUC-Africa mailing list.
Thato has given an overview of its genesis and until then. Lets read it and
leave comments to make the document better.
