I have to correct myself a little:

That is correct. It cannot, however, result in this:

Abstains are per position, not per candidate (unlike in NCSG
elections), so the only situation where abstains matter are
if there are more abstain votes than votes for any candidate,
in which case the seat is left vacant (presumably to be filled
by some extraordinary procedure).
