+1 this is effectively happening and GAC role not always as a group but individuals are going in that kind of direction. 
It has been a while and I also saw that this was happening I guess the way this is rolling GNSO will become the petty people under GAC. 
Milton good question to be asked nicely but am doubtful of any good and relevant answer. But yes I would also like to know that and the reasons behind.

I have had time to go over it carefully and am somewhat shocked at the role of GAC in this plan.

Not only does the plan seem to be willing to accredit almost anyone, but it puts the GAC in a unilateral policy making role and also makes it the primary gatekeeper to Whois data.

PLEASE ask the board about this when you meet with them. Ask if they understand the long term implications of revolutionizing the GAC’s role – are they making ICANN into an intergovernmental organization? Also ask them if they think the
 GAC is able to do this in two months. Based on past behavior, it is doubtful whether GAC could come up with something in two years. Please ask the board why they are throwing so much responsibility onto an advisory entity.
