I am certainly aware of the needs for individuals and academic
institutions to see proof of participation, and to the extent that ICANN
meetings are free and open, there is not much in the way of validation
coming on that score. My point (several days ago) was simply to query
the merit of a certificate in terms of validation of performance.
Frankly, many commercial conferences in my area of specialization
provide certification for credits in ongoing education, and in my view
the programs have often been focused on speakers whose sole purpose was
marketing their firms' services, not education. Thus my scepticism of
such certs of participation. Now, I am well aware that we are not doing
that here.....but I would suggest that we should at a minimum specify
how long the course is, whether there is any testing, etc.....the
certificate draft at present could cover a one week course or a one hour
course. Needs to be clear.
We are trying to ensure professional standards of behaviour at ICANN,
ensuring that what we do is clear, rigorous, ethical, and does not
pretend to be something it is not. That is why I queried the
cert....participation at such a course does not strike me as denoting
anything, but I would be delighted to be proven wrong on this, because
we are /*absolutely desperate*/ to get more people contributing their
skills to the writing and reviewing of comments.
Note to Michael: believe it or not, I am willing to bet that a PhD is a
little harder to get than this certificate, and means a tiny bit more....:-)

PS I am anxious to read the reviews of the course material, and would be
delighted (as a frequent comment drafter) to review that course material
if it is available. I am afraid I must have missed it in the thread so
would be grateful if someone pointed me to it. Part of our duties as
councillors for the GNSO is to ensure we are getting value for money,
and I take that responsibility very seriously, as I am sure all the rest
of you do as well.
