[NCUC-DISCUSS] update: CROP applications in evaluation (+dates, proposers)

+1 Bruna! Please - there is time left to submit sessions, and potentially 3
slots still available. Now that we're having this conversation - let's get
some more submissions and let's have a competitive process.
