[NCUC-DISCUSS] Chair travel reallocation attempt

Dear all

Thank you for your messages.

GNSO has specific travel policy for replacement and also NCUC Travel
Policy so this required some study to observe our procedures.

NCUC mentees who were already confirmed for this meeting will receive
this travel slot.

This will result in NCUC saving money from its hard earned fundraised
money to increase participation in ICANN.

These funds should also be put to good use to future meetings.
