[NCUC-DISCUSS] NCUC Operating Procedures have been approved

Dear all,

The Executive Committee has now approved the NCUC operating procedures. The
final version is attached and it will be available on NCUC website shortly.

I thank the EC and everyone else who commented and helped to draft this
document.  It took us a bit of time but now we have one shiny operating
procedures document which can help us be more transparent, accountable and
communicate better with each other.
