Hi, Sam-

Great questions!

From what I understand about the Community Regional Outreach Programme, the funded activities should support the objectives of our strategic outreach and engagement plan. [Here is the NCUC's plan for this financial year](https://community.icann.org/display/soaceoutreach/NCUC+Outreach+Strategic+Plan). So it would appear to me that our leadership have identified three core objectives for FY18: 1) Expanding knowledge of ICANN and making civil society more visible, 2) Building national/regional engagement, and 3) Building internal capacity. My suggestion would be to put forward a proposal that seeks to address one or more of these objectives.

In terms of funding, the programme supports travel — but not project expenditure.
