[NCUC-DISCUSS] [Request for Comment] NCUC meeting with GAC

In my view, all government reps to the GAC need to consult their Justice 
Departments, and not just the criminal law or cybercrime divisions.  
There are constitutional, due process, and data protection issues which 
are raised by the data handling practices at ICANN.  The DPAs need to 
remain independent.
