[NCUC-DISCUSS] Nominating FARELL FOLLY for the NCUC Chair

Dear all,
I have known Farell for a little while now on both personal and
professional grounds. As such, I would like to second Bram, Wisdom, Liz and
Ayden in their comments and encouragements for him to accept the nomination
as NCUC Chair.
With more than ten (10) years of experience in the field of
telecommunications and IT systems and as a PhD Candidate in the field of
Internet of Things and Cybersecurity (Federal University of Munich), Farell
has the practical and theoretical knowledge to greatly evolve in the
Internet Governance arena.
He is a good candidate for the NCUC Chair position as he is very well
organized, rigorous and high in graphoria. Moreover, he is always open to
dialogue and works in good coordination and collaboration with his parners.
Last but not least, he has very good communication skills as demonstrated
by his multilingual capacities in French, English, German, Arabic, etc.
After his Master's degree in Computer Engineering and Telecommunications
from the Polytechnic Faculty of the Royal Military Academy in Brussels, he
successively held several positions at various levels of responsibility
that allowed him to get qualifications to serve for instance as the
Information Manager in the United Nations Mission Headquarter in Mali
(MINUSMA).
His experience covers ICT regulation, Internet governance, Project
Management and Working Groups chairing.
Besides the above-stated, I would like to add that I have been working with
Farell since the 2013 IGF in Bali (Indonesia) where he was selected as a
FIRE Programme’s recipient (AFRINIC’s Grants & Awards Programme). I was an
AFRINIC staff and more particularly the then Project Manager and we
rewarded him and his team for the design of an application in the field of
mobile health.
Farell being very comfortable with the Internet governance, Internet
Protocol, domain names and Cybersecurity issues, I was therefore not
surprised to see his involvement in this constituency when it comes to
drafting the NCUC operational procedures and our first FAQ or contributing
in public comments. Outside of NCUC work, he also has a good
footprint/global view of NCSG and the GNSO as a whole, and especially as a
member of the next-gen RDS PDP working group.
Finally, he attended many ICT fora as a fellow, delegate, awardee,
Ministerial VIP, Speaker, etc.
Just to name a few, he has been so far associated with:
· *ITU*: National delegate of Telecommunication Regulation Authority and
contributor to ITU guidelines, and member of workings groups.
· *ICANN 59* : NCUC fellow
· *ICANN 55* : member of the NCUC
· *Africa Internet Summit - 2016* : Speaker and AFRINIC Fellow
· *IGF 2015, Joao Pesoa :* National Delegate
· *IGF 2013, Bali :* Fund for Internet Research & Education (FIRE)’s Awardee
· *WHO* 2013 - 2nd Forum on Medical Devices: Project Presenter, top eight
innovative project that leverage the use of ICT to improve healthcare
delivery
· *AFRINIC 21 - 2015 *: FIRE Fellow
To conclude, Farell would make a great chair and he would work for the
benefit of all our members.
I hope he will accept this nomination.
