[NCUC-DISCUSS] Nomination of David Cake for NCUC Chair

+1 @David too.
In term of experiences and knowledge of the ICANN ecosystem, I didn't see
his equal for this position for now.
If David accepted, NCUC surely will benefit from a great personaliy.
