Hi Wisdom,

This is just a proposal that I have written. I have opened it up on this mailing list for others to contribute to -- to expand upon, to suggest new ideas, to re-write, to suggest different panelists. It has not yet been submitted, and it will not be submitted until it is ran past the Executive Committee to provide feedback and to confirm if they support its submission or not.
