Arsene, this reminds me when I was doing my masters in India. The Telecom
sector is heavily regulated by the government of India. Activities of
Foreigners who sign onto a network heavily monitored and can take you off
the network at any time. Also Very difficult to get a sim card, one will
have to get a letter from an inviting organisation in India together with
your passport details before a sim card will be sold and registered  by a
vendor. There is that monopoly within the Telecom sector of which one
particular network gets most favours from the government. They decide
anything and push to the throat of the users.

In terms of internet accessibility in India there is more to be done.
