[NCUC-DISCUSS] IRP post to CircleID

Nice article Kathy, congrats.  Milton's blog is also great.  We need a 
coordinated response on this, including getting others not normally 
engaged in these matters to weigh in and submit comments.  Do we have a 
plan?
