Founded in 2005, the Caribbean IGF actually preceded the Tunis Agenda
<https://en.wikipedia.org/wiki/Tunis_Agenda_for_the_Information_Society> that
established the global Internet Governance Forum. Monday's session will be
technical tutorials. Full plenary sessions commence on Tuesday and continue
on Wednesday.
