[NCUC-DISCUSS] Welcome note to the new NCUC members

Yes we did a great Job in Jobourg. And I am taking this job seriously to
bring more newcomers from Africa even if there is language barrier.
I will use a subgroup  to translate to non english speaking members  from
africa I will personnaly assist.
