[NCUC-DISCUSS] The use of +1 's ... and why some people might be reluctant to post

Please end the +1s
These list(s) generate enough volume that opening an email and finding only a "+1" is annoying. I suggest we set the understanding that silence is consent/agreement (or at least apathy).
