"FREE and FAIR, and FREE from FEAR" this is why campaigning on election day
is a criminal offence in some countries simply because there is a need to
ensure a fair process and to allow the electors to vote without
intimidation by opponents at the polling station etc. This
is typically elections for the control of the government. and the stakes
are high. No alcohol is permitted to be sold and radio and TV stations are
prohibited from running election ads, the security services are on alert
etc etc

I don't see the same parallels in the case of the NCUC where these
dangers are not present and it is in effect an election amongst like -
minded members. I don't see the dangers of continuous campaigning which is
not unreasonable esp as one can change their vote.
