Mamadou and Hamza:

Most of us involved in the transition don’t like the term “internationalization” because it implies a multilateral or intergovernmental understanding of what the internet is. ‘Globalization’ of IANA was the original term used by the Montevideo Statement and it is much preferable.

Also I agree with Hamza’s formulation of the broader question: What is the « decentralized » Internet model of Internet governance that can be able to maintain the openness of the Internet? The point is not just “multiple stakeholders” but a global governance regime that avoids centralized  points of control and that protects the autonomy and choice of all the separate networks that together comprise the internet.

ICANN’s decentralization “should demonstrate that a bottom-up, multi-stakeholder consensus process can produce outcomes that are good for the internet” (IANA) of course as an independent organization is involved in the process. IGMENA hangout will ask these questions How can ICANN support and enhance the multistakeholder model ? Maintain the security, stability and resiliency of the Internet DNS ? Meet the needs and expectations of the global customers and partners of the IANA services ? What is the « decentralized » Internet model of Internet governance that can be able to maintain the openness of the Internet ?
