[NCUC-DISCUSS] Pilot Program

Hi all,
I am also a new member so I can only give a very general opinion, but based
on the discussion it does seem that this might offer some much needed
resources.
As Farzaneh mentioned we dont know have a clear enough idea of what this
would entail yet so waiting for the EC document sounds like a good idea.
Still, since funding and resources seem to be an issue--if we reject this
program, I wonder what could some alternative sources of funding and
resources be?
Unless we have a good alternative in that case even if there are some
drawbacks it might be useful to get some help--as long as that doesnt
create some kind of path-dependent trajectory of giving up control over the
policy process (sorry about the jargon, I am just studying for a final exam
in public policy...)
