[NCUC-DISCUSS] Pilot Program

Happy to create a much longer list of the types of functions that 
secretaries, paralegals, and senior support folks can do -- but going 
into hours of work on two massive Working Groups to fight for our 
privacy and free speech rights. Up for air much later...
