Okay, thought getting the bylaws written was the last piece of the
whole, so now it's ready for public review.  Will there then be a PC
on the whole?  Or is it as if the public review requirements have
already been met by the piece-by-piece process and the lawyers are
just doing a technical implementation that won't need PC?
