Okay, thought getting the bylaws written was the last piece of the
whole, so now it's ready for public review.  Will there then be a PC
on the whole?  Or is it as if the public review requirements have
already been met by the piece-by-piece process and the lawyers are
just doing a technical implementation that won't need PC?

> No that public comment periods took place over the last few months, this one is a very specific public comment period on the bylaws and not the overall work product.  It may seem minor buts its an important distinction. The scope of this PC is extremely narrow and limited.
