[NCUC-DISCUSS] Continuing to Solicit Nominations of NCUC Delegate to the ICANN 2016 Nominating Committee

Following Bill's forwarding of the following email from the Nominating Committee on 4, August,  it has been made clear that NCUC will have to nominate someone to replace Brenden (a farewall to Brenden, thanks for your hard work) to fill in the NomCom position representing NCUC.
Now, on behalf of the EC, I am sending this follow-up email to announce that we continue to solicit nominations or self-nominations of NCUC delegate to the 2016 NomCom.
According to James£ºWith regards to the NomCom the position will be filled as per the bylaws, Peter Green I believe is compiling a shortlist for the EC to consider.
Yes£¬we do have a shortlist now to discuss on the EC. 
For your information, currently, we have received a self-nominaiton from Remmy (Remmy has submitted a Statement of Interest and the EC has noted) and nominations of Bill. ( Bill has confirmed of being nominated with the EC, and he has asked for a recusal in the selection process. )
So we have two candidates now. With this follow-up, we also continue to accpet other self-nominations and nominations.
As per the deadline to submit the result--Friday, 21 August 2015, we have 10 days to go. Since it has been several days after the open call, we now propose the following time framework:a continued 5-day nomination period, a 5-day EC discussion period. So the following timeline proposal for your consideration:
10, August---- 15, AugustSoliciting nominations of candidates
16, August---- 20, August,EC Discussion
21, AugustAnnoucning Selection Result in the NCUC-Dicuss mail-list, and Submitting the result to ICANN.
Please note: according to folks' suggestions, the NCUC Bylaws Revision is another process the current EC or the next EC will be working on,  the NomCom NCUC delegate selection will be subject to current NCUC Bylaws.As per 6 in Section F of  NCUC Bylaws:F. The Executive Committee shall have the following duties:6.  Appoint the Constituency¡¯s representatives to the ICANN Nominating Committee by majority vote, with at least four members voting.Please  also be noted that the EC will refer to the following criteria in selecting the NomCom NCUC delegate.:Specific criteria for selecting a delegate to the NomCom is provided in Article VII, Section 4 of ICANN¡¯s Bylaws (http://www.icann.org/en/about/governance/bylaws#VII)  ¡°Section 4. CRITERIA FOR SELECTION OF NOMINATING COMMITTEE DELEGATESDelegates to the ICANN Nominating Committee shall be:
1. Accomplished persons of integrity, objectivity, and intelligence, with reputations for sound judgment and open minds, and with experience and competence with collegial large group decision-making;2. Persons with wide contacts, broad experience in the Internet community, and a commitment to the success of ICANN;3. Persons whom the selecting body is confident will consult widely and accept input in carrying out their responsibilities;4. Persons who are neutral and objective, without any fixed personal commitments to particular individuals, organizations, or commercial objectives in carrying out their Nominating Committee responsibilities;5. Persons with an understanding of ICANN's mission and the potential impact of ICANN's activities on the broader Internet community who are willing to serve as volunteers, without compensation other than the reimbursement of certain expenses; and6. Persons who are able to work and communicate in written and spoken English.¡± NomCom delegates should have a high level network of contacts essential to candidate recruitment (and we hope the NCUC) - as sending entity will support your delegate and help them with outreach).Eligibility Exception - No person who is an employee of or paid consultant to ICANN (including the Ombudsman) shall simultaneously serve in any of the Nominating Committee positions as described in Article VII, Section 2 of ICANN¡¯s Bylaws (https://www.icann.org/resources/pages/bylaws-2012-02-25-en#VII-2).The person should be able to join monthly teleconferences (typically 13:00 or 14:00 UTC).  Note that the committee's workload will increase significantly during Apr/May/June 2016 when the candidate assessment process will be at its busiest. Conference calls are held more frequently (typically weekly) during this time as well.The person must be able to attend the NomCom selection meeting in late June 2016. The person should be willing to work in a large, consensus-oriented committee.

Dear Bill, This email is sent on behalf of the 2016 Nominating Committee (NomCom) Chair, still to be appointed by the ICANN Board of Directors and ask that the stakeholder groups and constituencies of the Generic Names Supporting Organization (GNSO) select a delegates to join the 2016 NomCom. Brenden Kuerbis (NCUC delegate) served on the 2014 and 2015 NomComs and is not eligible to serve another term.  The composition of the NomCom is outlined in Article VII, Section 2. Composition of ICANN¡¯s Bylaws: (http://www.icann.org/en/about/governance/bylaws#VII) ¡°Section 2. COMPOSITIONThe Nominating Committee shall be composed of the following persons:1. A non-voting Chair, appointed by the ICANN Board;2. A non-voting Chair-Elect, appointed by the ICANN Board as a non-voting advisor;3. A non-voting liaison appointed by the ICANN Root Server System Advisory Committee established by Article XI of these Bylaws;4. A non-voting liaison appointed by the ICANN Security and Stability Advisory Committee established by Article XI of these Bylaws;5.
