[NCUC-DISCUSS] NCUC Delegate to the 2015 NomCom

Wow, if these rules are adopted, we (the GNSO) would be outvoted by 
Supporting Organizations who do not allow ICANN to run their businesses 
(ccNSO and ASO). This is a real problem.
