[NCUC-DISCUSS] Fadi's strategy panels

Hi Robin

When Fadi announced these in Durban, most everyone I talked to from business on down were in the dark about them. I agree seeking community input and buy in would have been good. On the other hand I suppose, as he explained at a SO AC chair drink, he feels a need to move fast (as per his meeting with Dilma), and to hear voices from outside the usual community sectors (as in the roundtables). And the panels do involve a lot of people from outside the ICANN realm, which may prove useful. Moreover, it's not clear how much weight their outputs will get, how differences of view between panels and community be handled, etc. Could turn out not to impact more than his views on some things, if that. So…while I'd have preferred a bit of the ole bottom up, I will wait and see before judging which way my mixed feelings are leaning.

Cheers

Bill

> My main concern about these "strategy panels" is that they seem to be a formal re-working of the way decisions are taken at ICANN. Instead of a bottom-up process that involves participation from any stakeholder and includes procedural safeguards in a PDP process, this effort puts the strategic Internet governance decisions in the hands of ICANN senior staff and invites more politics. The panels' composition, scope, and leadership are all decided by ICANN staff - NOT by the community of stakeholders. Without the GNSO stakeholders (where anyone can participate) making key decisions for the future of ICANN, senior ICANN staff will be able to shape those decisions (and Internet governance) much easier.

But top-down initiatives like this, move ICANN further away from having the consent of the governed and more toward a board-staff dictatorship with no real checks on that power or any means to make that board-staff accountable to the governed (Internet users).

It would be good if we could get organized to provide some inputs, as most of these touch on matters of interest to noncommercial interests, both internally and in the wider ecosystem (given the Montevideo statement and Dilma/Fadi summit in Brazil next April). Maybe we can squeeze some discussion into the Constituency Day schedule in BA, although it'll be tight.
