[NCUC-DISCUSS] Fadi's strategy panels

My main concern about these "strategy panels" is that they seem to be a formal re-working of the way decisions are taken at ICANN. Instead of a bottom-up process that involves participation from any stakeholder and includes procedural safeguards in a PDP process, this effort puts the strategic Internet governance decisions in the hands of ICANN senior staff and invites more politics. The panels' composition, scope, and leadership are all decided by ICANN staff - NOT by the community of stakeholders. Without the GNSO stakeholders (where anyone can participate) making key decisions for the future of ICANN, senior ICANN staff will be able to shape those decisions (and Internet governance) much easier.
Thomas Jefferson said that for governance to be legitimate, it must have the consent of the governed. But top-down initiatives like this, move ICANN further away from having the consent of the governed and more toward a board-staff dictatorship with no real checks on that power or any means to make that board-staff accountable to the governed (Internet users).
