[NCUC-DISCUSS] NCUC Election 2013

Sorry not to be able to join you all in BA, but this circumstance is part
and parcel of the trade-off of the volunteer model of multi-stakeholder
representation. It's true that "professionalizing" the representation
creates dependencies all its own, and that is not necessarily a perfect
solution either, especially when such representation is designed to be
"universal" in some sense but falls prey to "special interests" in a biased
manner.

But "special interests" take advantage of this MSM situation as well.
Other institutional participants have the resources to allocate paid time
for this participation on the part of one or more paid employees. Those
constituencies (in the general sense) that do not have such excess lobbying
resources on average will be systematically underrepresented, even with the
supposed advantage of greater numbers (of small institutions and
individuals). In the end, such paid participants are "professionalized" in
the same way that formally-compensated representatives are, and subject to
at least the same degree of bias as in more conventional professional
representational systems if not even more). The "collective action
problem" does not go away, no matter what system you use.

It think MSM advocates need to look this issue straight in the face and
acknowledge it for what it is. Either it can be finessed somehow (funding
grants to assist participation, and this is done to some extent for travel
to distant lands, but does nothing for the "heavy lifting" of day-to-day
participation), or else it will continue to be a structural imperfection in
the representational model.

Have a good meeting down there,

Dan
