Hi Rafik,

It's great to read NomCom reports. Thanks for sending them. I have a few questions, if that's alright.

Could you give some background on Item 4a in the report card issued in December:

Agenda Item 4a
Stéphane's proposal discussed. Further discussion requested by Yrjö onlist. Proposal is to change the bylaws to allow any NomCom to reallocate all NCAs to the GNSO Council. The issue being that currently, as the sitting NomCom only allocates the NCAs it nominates, no rotation between NCA positions on the GNSO Council can be executed. So, for example, an
NCA assigned to the non-voting position risks staying there for her/his full term. This was not the intent of the NCA assignment rules.

Just wondering what the meanings of allocations and rotations are in this context.

It says here that SOIs should have been received prior to May 1st, 2012. Is that a typo? Is it meant to be May 2013? If that is the case, shouldn't we be submitting a suggestion for someone from NCSG for the Non-Contracted Party House vacancy…, or have we done so already? Do we know if someone from the CSG has been nominated?
