   The "adult entertainment" industry would have been forced to register
in .XXX only if the regulation that they be ghettoed in that domain
had passed.

   The argument that "there is confusion that all adult content
is located under .XXX" does not force anyone of them to be in that
domain.  Yes, it could be a business decision to be in that domain
but they are certainly not forced to go there.  It like saying that
a business establishment is forced to locate in a popular mall because
people look for establishments in that mall.
