Hi all - thanks so much to all those who have commented on this (about
23 people from my rough count). A final is available here which
finetunes and finalises to incorporate the comments received:

You can see the various comments and responses if you click on the
"comments" tab - the comments will drop down. You don't need a google
account to access and comment on this. A number of people have had
difficulty accessing the document - please let me know if you would
like me to email it to you separately.

As you may be aware, ICANN decided late Friday to extend the time
public comment for the new gTLDs. The new deadline is 26 September:

However, I suggest we submit the comment now, rather than wait. Doing
so would allow time for others to respond and, if necessary, for us to
further develop the work in light of other comments. It would also
allow others to state their support or endorsement.
I am happy to submit this for NCUC and will do so by the end of 13
August, subject to any last comments received today.
