Well I suppose it'a worth a shot, especially if the Board simply allows the
election to stand as is.
But experience (including in the political realm outside of ICANN) tells us
that this is not always guaranteed to work, especially when communication
is lacking. Carrots are sometimes made more attractive in the presence of
sticks.
I wonder if there is some way that we can further formalize maturity of
participation by tweaking the rule structure of the NCSG, such that other
sorts of behavior are formally disincentivized by making them practically
less effective.
