draft agenda for NCUC constituency day in Dakar!!

Note: while I wrote this as a NCUC statement, since that was the request I received, I would be thrilled if both NCUC and NPOC endorsed it, or a version of it, making it an NCSG statement that could be read out on Thursday.

Alternately an individual stmt from both constituencies would be great as well.

Hopefully support for applicants from developing economies is one topic we can reach consensus on, but I am not making any assumptions..
