Hi,

I think the way it is written you are right, an organization or individual with a ccSLD domain name registration meets the qualifications.  I bet that language is a hang over from some of the oldest NC charters.

This does not change the mission of the NCSG, to focus solely on gTLD issues, but to me they seem to be qualified for membership as defined in the charter.
