2.1.4.2. Election of the WG Leaders

Unless a Chair has already been named by the Chartering Organization,
normally a

Chair will be selected at the first meeting of the WG. Until that time, the
Chartering

Organization’s liaison may fulfill the role of interim Chair.


It seems to me that a Working Group Chair should _always_ be determined by
agreement of the entire WG. Such a requirement wouldn't prevent the
Chartering Organization (CO) from providing an Interim Chair until such an
agreement was found. It would just prevent a CO from unduly influencing WG
activities by virtue of controlling the Chair position from the start.
