I did not see your prior reply. Guess I should have checked more carefully before deciding the request had been ignored. Apologies for my laziness, I will search more completely next time.

I tend to think very few will opt for "none of the above" (maybe one or two), but you are right, people should choose between the candidates and non-of-the-above and it is good to have a substantial mandate of the membership in a candidate's favor.  BTW, speaking of substantial mandate, how many voters do we have?  I assume you had to give ICANN a list of names of those who could vote, so the count  at least may be known even if you do not publish the names list?

To answer your question, no there is no public list of the NCUC members not for any reason, just because there never was. But, this is something that I was planning to suggest in any case as part of the other issues that the new officers would have to deal with, like for instance the charter.
Considering that I am following the same pattern as all previous NCUC elections and since in all previous election rounds there were no issues, I don't see any problems. Anyway, I would suspect that members know that they are members of NCUC with or without the list. But, as I said, we need to change drastically the website – membership section should be linked to NCSG, charter, etc – so this can be done as soon as the new officers get in their positions.
You are correct in thinking that there is no quorum for this election – but there is the option for 'none of the above' and the majority of the membership may opt for it. In any case, we need to follow this election process .

I know I asked before, and since it was a request ignored I am in danger of being considered a pest for asking yet again, but is there a public list of the eligible voters in this election. How are people to know whether they were supposed to receive ballots?
Also, the NCUC charter as far as I remember doesn't have a quorum requirement on elections (does it?), so with just one candidate per position and no one campaigning for people to vote the "None of the Above' position, NCUC should be set with its leadership no matter how many people vote.
