Hi,

Indeed, I did scour the lists for everyone that sent email since Jan 1 of 2011 and included the names of everyone that sent email to the list. Indeed, I said as much in several of my update emails on the check-in process.  

In some cases there was an address ambiguity or a bounce, so I did not rely on those addresses and sent a request for confirmation - most of which went ignored!

In some cases, the person is no longer at the address, so there is a little risk of some addresses not being active at this point in time even though the person was active during 2011. I think we had one instance of that so far.

I resorted to this when the response rate to the check-in was so bad (we are still only at 44% response even with those people included included and the ones that have come since I set the list for this ballot.

And as I said, I included mention of the fact that I was doing so on this list so that people could object.  No one did.
