I'm concerned about the tone of many of these complaints.
Avri made an incredible effort and did an excellent job of communicating the
procedures for the charter vote. Multiple posts to this list, many personal
e-mails.
Suggesting a recall from vacation is inappropriate. Anyone who didn't keep
track of the charter's evolution, keep your e-mail address curent, confirm
their status as an active member and/or read the list/personal e-mails needs
to consider whether (s)he has discharged his/her responsibility as a member.
I hope that all active members vote. The charter isn't perfect, but without
one, we have no organization to improve. But vote - for or against as your
conscience dictates.
I hope that inactive members who can make the minimal commitment of effort
required to re-activate and follow/participate in the group will do so. But
you won't be able to vote on the charter.
One thing that should be improved (I suggested this when I "checked-in") is
that there needs to be an accessible way to change our e-mail addresses. I
know I changed mine on the website, and the listserv - and still got the
checkin e-mail at an old address. I don't see why the website can't be the
the one-stop place to change/drive all the lists. Or at least have a
prominent article that descibes everything one needs to do to update one's
e-mail address. But if you're reading the list, you should have seen the
many posts about this vote weeks before the deadlines.
I've seen the question about password and ballot number several times. If
you get the e-mail from tally at icann, these codes will be inside it. The
various samples haven't included them because they are unique for each
voter.
In any case, instead of looking for someone else to blame, let's all learn
from this that we each need to be responsible members.
Avri has my thanks for all the efforts made - I don't see significant missed
opportunities. I hope Avri has your thanks as well.

I hope the added caps in the subject line don't offend any sensibilities,
but an astonishingly large number of people have not voted yet, including
veteran NCUCers, designated organizational representatives, current and
former elected Council members, people we've nominated or put onto working
groups/review teams/Nomcom, and on and on.This is really surprising and a
serious problem. As the numbers Avri shared earlier today indicate:

That is 71 votes effectively against the new charter
That is a 45% vote against the charter.
So a couple of years of hard work (re)drafting and (re)negotiating with
successive boards are in real danger of being wasted, which will be a
disaster for noncommercial interest representation in ICANN, commencing
quickly.
Instead of doing another round of a few of us having to spend time trying to
track members down bilaterally and send reminder pleas, can I suggest an
alternative? Please be proactive. If you are on the list of Active Members
https://community.icann.org/display/gnsononcomstake/Active+Members and you
have not received a ballot from tally at icann.org
1. Dig around in your account, spam filters, trash, wherever
2. If you have a ballot, vote today, it takes three seconds
3. If you are really certain you did not receive the ballot, please inform
us here on the list ASAP. After a few days we can compile the names and ask
ICANN staff to resend it to you. They are swamped too with Dakar planning
et al but hopefully they can make that happen.
Time is running out.
