I wish I'd been able to do more than glance at the proposal, but the possibility of anything more got buried under the usual day job, other ICANN work, conferences and papers that were already piled up :(

I still think we should send in some comments, though, so I will try to write up something brief later today if I possibly can. Would it be too late then to circulate to the list for approval, though?
