Petition to form a new ICANN constituency

Dear Amber,
Would the expected "Eastern and Western Africa" organisations be Red
Cross/Crescent type only? This is important for me know in my capacity
as NCUC Africa representative considering that I have outreached and
recruited a number throughout all of Africa during my tenure. And I do
not wish have some surprise "defections" - for lack of a better word.
