Motion regarding WHOIS Studies Funding for FY11

Hi, apologies for recent radio silence but I've been dealing with a family medical emergency for the past week (the situation is better now).
 
I'm forwarding a motion and request for discussion on each SG's position on WHOIS studies, that will be discussed during the next Council call on Wednesday. This will probably go under Avri's agenda item 3 for tomorrow's NCUC/NCSG pre-Council call.
