Discussion of ICANN strategic plan

Dear all,


The item in question is as follows;

3d    Establish a Special Restricted Fund for Developing Country Internet
Communities to enable further participation in the ICANN mission by
developing country stakeholders.
(Strategic Plan p.35)

My suggestion is to add up "Encourage and Support to Establish ...."
Could it be a consensus?
